About the Role

The Vice President for Financial Strategy and Planning will provide analytic and operational leadership by projecting and managing financial forecasts to inform organizational decisionmaking, closely track financial performance and external factors influencing the organization’s fiscal health and recommending appropriate adjustments to operational plans as needed, support organizational priorities like capital initiatives and state budget relationships, and identify opportunities to optimize state and federal funding.  

Responsibilities

What You’ll Do

  • Directs longterm enterprise financial strategy, including multiyear financial planning, budgeting, and forecasting to inform operational priorities, provides the analytical foundation for strategic decisionmaking, and optimize resource allocation and growth opportunities.
  • Develops financial forecasts and financial performance metrics informed by business intelligence gathering, financial monitoring, and knowledge of payer environment; regularly report to the CEO and CFO on enterprise performance and opportunities.
  • Provides strategic oversight of the financial performance across all hospital departments; identifying emerging trends, risks, and opportunities, and, working with the Chief Financial Officer, develops and executes corrective strategies that support longterm stability and growth.
  • Conceptualizes and manages the development of the annual State Fiscal Year budget request; oversees engagement with State budget leadership and policymakers on the State budget; develops, maintains, and expands relationships with State budget leadership to support enterprise priorities and objectives.
  • Provides strategic financial leadership for major capital initiatives, managing continued fiscal sustainability to align contract structures, vendor relationships, and project investments with the hospital’s organizational goals and to position the hospital for future operational and financial strength.
  • Develops and executes strategies to secure, optimize, and expand government funding, including federal and state reimbursement programs, grants, waivers, and alternative sources; monitors evolving funding landscape at local, state and federal level to identify opportunities to realize revenue while ensuring alignment with public policy objectives. 
  • Supports the Chief Finance Officer as needed in the development and preparation of the annual operating budget with indepth data analysis, identification of opportunities for operational efficiency, and effective processes and timelines to ensure all revenue and expenditure assumptions are accurate and reasonable.
  • Models leadership and implements strategies to ensure the highest level of patient experience and customer service.

Qualifications

What You’ll Bring

Required:

  • Master’s degree in Finance, Public Administration, or a related field required. Seven (7) or more years
  • of progressively responsible experience in budget planning and management, financial planning, and financial reporting, or an equivalent combination of training and experience a minimum of two years must include seniorlevel financial management responsibility.
  • Expertlevel knowledge of budget development, financial forecasting, and cost analysis methodologies.
  • Comprehensive understanding of State and federal healthcare payer systems, including reimbursement frameworks and regulatory environments. Strong familiarity with Statesupported healthcare institutions and publicsector budget processes.
  • Demonstrated ability to identify, develop, and secure new revenue streams.
  • Proven track record of problemsolving and implementing strategies that enhance operational efficiency within dynamic or evolving funding structures.
  • Exceptional analytical, negotiation, presentation, and written communication skills. Demonstrated success operating in a complex, multistakeholder, multifunder environment, balancing competing priorities and ensuring alignment across diverse groups.
  • Experience leading teams, building consensus, and fostering collaboration in a highly matrixed environment.
  • Ability to establish and maintain effective working relationships with key stakeholders, including policymakers, clinical leadership, and community partners.
  • Ability to read, write speak, and understand English fluently to perform the duties of the position required.

Compensation (NJ Job Transparency Law)

In compliance with New Jersey’s Pay Transparency Act, the hourly rate for this position is $200,00.00 - $385,000.00.
